Frankly, this situation seems to be more about a poor user experience, which has never been included in the Safety Index; to my knowledge, it ultimately became an unmeasurable aspect. But I would rather not start with algorithms and similar stuff.
The truth is all such aspects are visible on the forum and in the user reviews or complaints.
