He explained to you that casinos don't always have to give players bonuses and often times it happens that for administrative reasons players are not entitled. Of course, I think that the casino shouldn't even send a bonus to such players and inform them that they won't be allowed to take bonuses from the casino. This would probably avoid a lot of misunderstandings.
