In accordance with the Mastercard Rules and the Mastercard Chargeback Guide, the parties involved in a payment transaction are the cardholder, the issuing bank, the acquirer, and the merchant.
A refund procedure is initiated by the merchant or the acquirer. A chargeback procedure is initiated exclusively by the issuing bank based on the cardholder’s claim and is processed in accordance with the applicable reason codes and timelines defined by the payment system rules.
Please note that the issuing bank has full information about the acquirer and the merchant through which the transactions were performed. The issuing bank is also able to identify the cardholder for the lawful disclosure of information.
TAS LINK LLC, as a technological operator (processor), is not a party to the dispute and does not have the authority to initiate refunds or make decisions regarding the satisfaction of the cardholder’s financial claims.
We kindly ask you to contact your issuing bank to initiate a chargeback and resolve the matter of the refund.
