The casino seems to have stopped putting through withdrawals. My fear is that they are doing this as they are going out of business. The chat agents just say the same thing no matter what you ask and always just day that they need more time. 10 days seems to be enough time.

I have made a complaint. I think that 10 days is enough time in this case. It seems like they started ok but now are either in trouble money wise or they are using tactics to try and make me just use the money in the account? It is hard to know what to think....
Well, I understand you feel like there's no point in continuing to wait, and I understand it might feel weird. Just as I said, we allow the casino those 14 full days, and even so, I'd love to change that for you. This is the complaint process, I'm afraid.

They cancelled it again and did not supply a reason. 
I wish I could tell you why the casino keeps blocking your withdrawals, but I have no clue. Is there any way to contact them that you have not already tried, please? What about social media profiles, perhaps?
