It reminded me of several occasions we encountered such poorly written bonus terms that even a casino representative could not explain how they intended to use them. I remember days this was quite typical for specific players' complaints.
Back to this rule:

I'd say this is poorly written + poorly translated (probably auto-translated)
If I had to guess the meaning, I'd say it means a bonus amount lower than a minimum bet would be confiscated to prevent the bonus from remaining technically active after the withdrawal has been made. I would expect it has nothing to do with caps, despite the previous sentence...
