Sounds like a scam to me, never heard of a casino where you have to do a deposit to get your money back! Paypal, if they are the processor, should open a complain if you request a refund.
There's something called a "verification deposit," actually. Which is usually collected whenever a player wins some money with a no deposit bonus or free spins, and the casino needs to verify the layer. In this case, the player needs to deposit a minimal amount to get verified.
