I contacted this user in Telegram and must admit it is 100% scam! You should delete this discussion at all or remove username beginning with @… from the message to prevent other people contacting this person.

That was just one of the options offered. Another one was to remove the username started with @ to make it impossible for other people to contact this person and get scammed. But you focused only on the first one.
